Estuate is a prime SeaPort-E contract awardee (solicitation N00178-13-R-4000) and as such, we have assembled a focused group of partners that allow us to leverage our inherent capabilities and value proposition with those of large companies across the spectrum of functional areas, and across zones 2, 6 of Seaport-e. Our teaming approach provides the Department of the Navy with an innovative and cost effective Small Business partner, who also has the depth and breadth of technical capabilities and geographic presence to deliver the full spectrum of Department of Navy’s (DON) requirements. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. Estuate is subcontracting / teaming arrangement with Engility Corporation for this solicitation.

Contract Title: ENGILITY CORP Annual Support to PM Intel Systems
Customer: Daniel Fitzgerald
Description: ENGILITY CORP provides ongoing program management, acquisition, financial management, logistics, fielding, training, limited engineering and information assurance (IA), and managerial support for the Program Manager, Intelligence Sensor Systems (PM Intel) and PM Intel staff, Team Leaders, and Program Officers (POs). ENGILITY CORP supports the PM Intel’s mission to act as the central agent for the research, development, acquisition, and lifecycle management of intelligence, surveillance, and reconnaissance systems throughout the Marine Corps. Within the PM, ENGILITY CORP supports programs that cover all phases of the acquisition process, from program inception to sustainment and disposal. Specifically, ENGILITY CORP supports lifecycle logistics and sustainment logistics support for PM Intel at MCB Quantico, VA, and MCLB Albany, GA, respectively. We provide program management and analytical support for PM Intel programs and successfully supported PM Intel during PoPS gate reviews and milestone decisions with the Milestone Decision Authority (MDA). Our team provides administrative, financial/budget, and program management coordination to the PM, including the creation and maintenance of various databases/spreadsheets; tracks and manages all taskers; updates information for PM Fact Books and other marketing information; and develops, maintains, and monitors content/integrity of the PG-12 MCEITS SharePoint sites. ENGILITY CORP supports programs with all SEP, PESHE, Safety, IA, and associated technical documentation and technical support. Finally, we support PM Intel Program Objective Memorandum (POM) efforts; develop financial reports, documents, and briefings; maintain current PM/team baseline budget execution information; track planning and execution of supplemental funding; prepare weekly supplemental reports; and assist with the PPBE and MIP requirements.

Contract Title: PM Chemical Biological Radiological Nuclear Support

Description: ENGILITY CORP provides Program Management support to include all facets of acquisition program support from developing acquisition strategies to determining distribution requirements. ENGILITY CORP provides continuity and support to all CBRN, Medical, Shelters, and Family of Incident Response Systems programs. We apply our CBRN experience to perform requirements and operational concepts analyses, Manpower, Personnel and Training analysis (this includes recommended changes to operational doctrine such as the CBRN related Marine Corps Doctrinal Publications, Marine Corps Warfighting Publications and other doctrinal and tactical publications). We review and analyze tactical mission performance and potential concepts to address capability gaps while ensuring Marine Corps capabilities are linked to Joint CBRN Architectures. We assist in the development of market surveys, and assessments of new and emerging technologies for further exploitation.

Contract Title: JPM IP Support

Description: ENGILITY CORP Services support to the Joint Program Manager –Individual Protection is a continuation of 20 years of continuous support to these programs. ENGILITY CORP (Former MKI) personnel working in concert with the Government, helped develop the JSLIST program into the first Joint Service Chemical and Biological Defense program. We continue our support to the

family of equipment that makes up the various individual protection ensembles. We assist the JPM in the management of all of the mask programs, protective garments and footwear, and test and analysis instruments for masks. These programs include items for ground (individual and crew) and aviation use. The programs supported are in various stages of the acquisition cycle and are managed from various locations by the Joint Services.

We continue to provide all facets of programmatic support from developing acquisition strategies to determining distribution requirements for all the Services. We perform requirements and operational concepts analyses, conduct Analysis of Alternatives and market surveys, develop Statements of Work, Performance Specifications, Acquisition Strategy Reports, Single Acquisition Management Plans, Acquisition Program Baselines, Life Cycle Cost Estimates, Risk Assessments, Test and Evaluation Master Plans, the Environmental, Safety and Health Analyses, Material Fielding Plans, and all other documents mandated by DoD 5000 series directives and instructions.

Our support also includes comprehensive risk management, requirements and vulnerability analyses, program planning, documentation development and management, test metrics and performance measurement, comprehensive application of modeling techniques and simulations, participation during critical design reviews, trade studies, assessment of Test Measurement and Diagnostics Equipment requirements, New Equipment Training, and Manpower, Personnel and Training (MPT) analyses. Our professionals conducted two important studies analyzing the challenge level requirement for chemical protection. The findings and recommendations for the studies have positively affected the complexity and cost of individual protection programs. We work directly with our Government teammates in both Government and contractor spaces. We assist in the management and administration of the overall effort by providing meeting support and facilities for working group meetings and conferences for up to 150 attendees.

Quality Assurance program

Estuate has developed EQMS (Estuate’s Quality Management System) to accelerate delivery of our product engineering services. EQMS - Estuate’s Quality Management System is a collection of customizable software engineering processes that are based on Agile, RUP, Waterfall, and other methodologies that ensures that the delivered SW meets the business requirements. Estuate adheres to a consistent, tailored quality plan for every project we undertake. The principles that drive our Quality Program include: tracking and managing the comprehensive delivery of requirements with a Requirement Traceability Matrix (RTM) tool; applying the Program Management Institute’s (PMI) rule that quality should be primarily driven by disciplined processes versus extensive inspection; recognizing the importance of regular, integrated, and disciplined technical and programmatic reviews, and managing processes (business, financial and technical) that are defined by metrics that allow for continuous measurement and improvement. Our engineering consultants examine the maturity of your organization’s QA function and assist you in enhancing the cost efficiency of QA efforts. Includes evaluation of new tools and testing environments such as the cloud, software testing tools, the mobile environment, testing automation and application performance issues
